Named by Governor Linda Lingle as Director of Hawaii’s Department of Business, Economic Development and Tourism (DBEDT), in January, 2003. Ted Liu, who was born in Taiwan and raised in Sao Paulo, Brazil, is a co-founder and partner of PacifiCap Group, LLC, a Honolulu-based private equity firm focused on venture capital investment, middle market equity, debt and strategic transactions, and corporate finance consulting. Prior to moving to Hawaii in 2000, Liu was a managing director of Morgan Stanley & Co. and headed the firm’s investment banking business for China, Hong Kong and Taiwan. He also served as deputy chief executive officer for China International Capital Corporation, China’s first joint venture investment bank. Liu was a senior associate and head of the China practice for the law firm of Skadden Arps Slate Meagher & Flom of New York and Hong Kong; chief executive officer of Public International Investments Ltd./First Shanghai Investments Ltd.; advisor to the New York Stock Exchange on a China-U.S. seminar on financial markets; and an associate with the New York law firm of Simpson Thatcher & Barlett. In 1980, Liu helped found China Daily, China’s first English language newspaper. Liu is a graduate of the University of Michigan and New York University School of Law.
