Head of the Captive Insurance Division, Insurance Commissioner’s Office, State of Hawaii; formerly with AIG Hawaii, in their captive insurance department; gave captive insurance management proposal to Defendant while he was president of P&C Insurance Co.; recipient of letters in Defendant’s so-called “letter-writing campaign” which is a Freedom of Speech issue in this case.
