Director Profiles

Robert L. Parker Jr.

Chairman, President and Chief Executive Officer

After receiving an undergraduate business degree and an MBA from The University of Texas at Austin, Mr. Parker joined the company in 1973 as a contract representative and was named manager of U.S. operations later that year. He was elected a vice president in 1973, executive vice president in 1976, and in October 1977, Mr. Parker was named president and chief operating officer. In December 1991, he was named chief executive officer, and was elected chairman in April of 2006. Mr. Parker is currently a member of the International Association of Drilling Contractors (IADC). He is a member of the University of Texas Development Board - at Austin, and he is a member of the board of University of Texas Health Science Center at Houston Development Board. He is also on the American Petroleum Institute's Upstream Committee (API). Mr. Parker serves as a member of the Board of Directors for St. Luke's Methodist Church in Houston. He has served as a Parker director since 1973.

James W. Whalen

Vice Chairman

Mr. Whalen, age 64, was elected to the board in October 2005 after serving as senior vice president and chief financial officer for Parker Drilling since 2002. Mr. Whalen has 35 years experience in corporate finance, with more than 20 years as a financial officer in the energy industry. Mr. Whalen is currently serving as the President, Finance and Administration of Targa Resources, Inc. In that capacity, he is responsible for all of the finance, accounting, IT and administrative functions of the company. Mr. Whalen also serves as director of Targa Resources, Inc. He also currently serves as a director and chairman of the audit committee of Equitable Resources, Inc., an integrated energy company. Prior to joining Parker Drilling, Mr. Whalen served as the chief commercial officer of Coral Energy, a wholesale natural gas and power marketing and trading company for natural gas and power assets. Prior to that, he served as chief financial officer of financial functions. Prior to joining Tejas, Mr. Whalen served as senior vice president of finance at Coastal Corporation, a diversified energy and petroleum products company. He holds a bachelor's degree in finance from the University of Illinois and a master's degree in finance from St. Louis University.

Robert M. Gates

President, Texas A&M University

Dr. Gates was elected to the board in July 2001. Prior to serving as president of Texas A&M University, Dr. Gates was director of the Central Intelligence Agency. He joined the CIA in 1966 as an intelligence professional. From November 1991 to January 1993 he served as director of central intelligence, where he led all U.S. foreign intelligence agencies and directed the CIA. From 1999 to 2001, he served as Dean of the George Bush School of Government and Public Service at Texas A&M University. Dr. Gates is a member of the board of trustees of The Fidelity Funds and a member of the board of directors for NACCO Industries. He serves as senior adviser or consultant to several major international firms and is a trustee of the Forum for International Policy. He is on the national executive board of the Boy Scouts of America and president of the National Eagle Scout Association. Dr. Gates holds a doctorate in Russian and Soviet history from Georgetown University.

John W. Gibson

Executive Chairman, Paradigm Geo

Mr. Gibson joined the Parker board in 2001. He is currently the Executive Chairman of Paradigm Geo. From December 2002 to December 2004, he served as chief executive officer of Halliburton Energy Services Group. Previously he served as president of Halliburton Energy Services; president and CEO of Landmark Graphics; chief operating officer and executive vice president of Landmark's Integrate Products groups; and president and vice president of Landmark's Zycor Division. He began his career in the oil and gas industry as an exploration geophysicist for Gulf Oil Company. Following the acquisition of Gulf by Chevron, he became manager of geophysical and geological subsurface imaging for Chevron's Oil Field Research Company. Mr. Gibson earned a bachelor's degree in geology from Auburn University and a master's degree in geology from the University of Houston.

Robert E. McKee III

Retired Executive Vice President, ConocoPhillips Inc.

Mr. McKee retired on March 31, 2003 after 36 years with ConocoPhillips and Conoco, Inc., including seven years as Executive Vice President, Exploration (1996-2003). He is a past member of the Board of Directors of the American Petroleum Institute, the National US-Arab Chamber of Commerce, the Society of Petroleum Engineers and the US-Russian Council. He is a current member of the Advisory Committee for the University of Texas Engineering Department (member Finance and Audit and Management Performance Committees) and serves on the Colorado School of Mines Advisory Board. He is the Chairman of Enventure, a joint venture company of Shell and Halliburton.

Roger B. Plank

Executive Vice President and
Chief Financial Officer Apache Corporation

Mr. Plank joined the board in May 2004. Roger Plank joined Apache in 1981 after receiving a degree in economics from Colgate University in Hamilton, N.Y., and his MBA from the University of St. Thomas in St. Paul, Minn. He has served as Vice President and CFO, Vice President of Planning and Corporate Development, Vice President of External Affairs, and Vice President of Corporate Communications. Plank is immediate past president of the Texas Independent Producers & Royalty Owners Association (TIPRO) and was named Mr. TIPRO 2003. Earlier, Plank was appointed to the Interstate Oil and Gas Compact Commission by Texas Governor George W. Bush and served as a Director of the Oklahoma Independent Petroleum Association (OIPA) and the Domestic Petroleum Council. His civic activities include membership on the Board of Trustees for Wyoming's Ucross Foundation.

R. Rudolph Reinfrank

Managing General Partner, Clarity Partners

Mr. Reinfrank is a co-founder and a managing general partner of Clarity Management, LLC, the general partner and management company for Clarity Partners LP, a private equity investment firm based in Los Angeles. Prior to the formation of Clarity Partners in 2001, Mr. Reinfrank was a founding partner of Rader Reinfrank & Co., LLC, a Los Angeles-based private equity investment firm, and was previously managing director and managing general partner of the Davis Companies. Prior to joining the Davis Companies in 1993, Mr. Reinfrank served in senior management, director or partner roles for several firms. Mr. Reinfrank was elected to the Parker board in 1993.

Robert W. Goldman

Vice President, Finance, World Petroleum Council

Mr. Goldman was elected to the board in October 2005. He is currently the vice president, finance of the World Petroleum Council. He is recently retired from Conoco, after serving 37 years of distinguished service, most recently as senior vice president, finance and chief financial officer. Mr. Goldman joined DuPont in 1965 and held several managerial positions in domestic and foreign locations as well as serving as controller for several DuPont operating departments. In 1988, he joined Conoco, a DuPont subsidiary at the time, as vice president and controller and was elected senior vice president in 1998. Mr. Goldman is a member of the executive committee of the American Petroleum Institute's general committee on finance and a member of the Financial Executives Institute. He also serves on the board of directors of El Paso Corporation, McDermott International, Inc., and Tesoro Corporation as well as the board of directors of the Alley Theatre in Houston, Texas.

George J. Donnelly

Managing Partner of Lilo Ventures

Mr. Donnelly was elected to the board in October 2005. Born in Brazil, he began his career at Texaco in 1962, later joining Gulf Oil, where he served as vice president of the worldwide energy and minerals division, vice president of the Latin American division and head of their Washington , D.C. office. In 1997 he continued his career as vice chairman of the Americas for Spencer Stuart, an international executive search firm, and then in 2000 became managing partner of Lilo Ventures, a venture capital firm. Donnelly currently serves on the board of directors of the Greater Houston Partnership, the Institute of International Education, United Way of the Texas Gulf Coast, the John P. McGovern Museum of Health & Medical Science, the Mexican Institute and the Kipp Academy, and formerly served as president of the San Jacinto Museum of History and president and chief executive officer of the Houston Hispanic Chamber of Commerce. He graduated from the business school at Georgetown University and completed the International Management Program at Columbia University.

Robert L. Parker

Mr. Parker joined Parker Drilling in 1947 and 10 years later purchased the company from his father, Gifford C. Parker, the founder of the company. Serving as president since 1954, Mr. Parker took the company public in 1969 and was elected chairman and chief executive officer. Since December 1991, he has retained the position of chairman. Mr. Parker also serves on the board of directors of Clayton Williams Energy, Inc., BOK Financial Corporation, and Wells Fargo Bank Texas, Kerrville, N.A. He has been given the Gold Medal for Distinguished Achievement by the American Petroleum Institute in 1999, the Waggener-Griffin Award from Spindletop International in 2001, and the God and Country Award from Boy Scouts of America in 2001. In 2001 he was inducted into the Tulsa Hall of Fame by the Tulsa Historical Society. Mr. Parker holds a bachelor's degree from The University of Texas at Austin, where he is also a Distinguished Alumnus.

Offshore Drilling Controversy

PANAMA CITY BEACH, FL - Many thought the idea of drilling in the Gulf of Mexico off florida was no longer up for discussion.

But now, the interior secretary is working on a plan that would give pro-drilling Alabama and Louisiana authority over portions of the Gulf south of the Panhandle where drilling is currently prohibited.

The six million acres under discussion, called Lease Sale Area 181, is a little more than 130 miles from Panama City.

Florida's U.S. senators and 14 of the state's 25 House members say they are opposed to offshore drilling.

In a letter sent to the Secretary of the Interior, Gale Norton, the lawmakers stress that the administrative boundary change was published without notice or opportunity for public comment.

They also say that anytime such changes are being considered, lawmakers should be made aware of the full impact, including how it will affect our environment, economy, and national security.

Panama City Beach attracts about six million visitors a year, and with 14,000 local jobs dependent on the tourism industry, anything that affects the World's Most Beautiful Beaches is bound to cause controversy.

The possibility of drilling in the Gulf is causing concern for business owners on Panama City Beach.

John Gheesling's family has been in the hotel business in Panama City Beach for fifty years. He says he finds this latest move to get offshore drilling in the Gulf of Mexico upsetting.

"It seems like the government, the federal government is trying to do itself what it could not get accomplished at the state and local level. For them to dismiss Florida lawmakers' concerns saying that they don't really understand what's going on is misleading," says Gheesling, owner of Bikini Beach Resort.

Gheesling says he's glad state leaders are standing up to protect what makes the area so special.

"We have very limited natural resources left. Our pristine beaches and coastline that we spend millions of dollars every few years to re-nourish is at stake here. Why we would want to jeopardize that is beyond me," he says.

Others agree.

“Louisiana has offshore drilling, but they don't really have beaches there to sacrifice if they have an accident, so I'd really like to keep our beaches free and clear," says Kevin Brackins, General Manager of the Chateau Motel.

He says he's worried about negative effects from an active hurricane season if drilling were allowed.

"A lot of the hurricanes seem to track up this way and almost seem to blow up right onto our beaches so I don't think many tourists would like to come down and see a semi-submersible oil rig washed up on the beach," says Brackins.

The Tourist Development Council passed a resolution against offshore oil drilling in October.

The resolution reads: "The Tourism Development Council and the Panama City Beach Convention and Visitors Bureau do not support Government initiatives related to exploration and offshore drilling for oil and gas supplies in the Gulf of Mexico off the Florida Coast.
